CVE-2026-46999

Vulnerability in the Oracle Enterprise Manager Base Platform product of Oracle Enterprise Manager (component: Discovery Framework). Supported versions that are affected are 13.5 and 24.1. Difficult to exploit vulnerability allows unauthenticated attacker with network access via HTTPS to compromise Oracle Enterprise Manager Base Platform. Successful attacks of this vulnerability can result in unauthorized creation, deletion or modification access to critical data or all Oracle Enterprise Manager Base Platform accessible data as well as unauthorized read access to a subset of Oracle Enterprise Manager Base Platform accessible data and unauthorized ability to cause a partial denial of service (partial DOS) of Oracle Enterprise Manager Base Platform. CVSS 3.1 Base Score 7.0 (Confidentiality, Integrity and Availability impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:L/I:H/A:L).

Security Impact Summary

This vulnerability carries a HIGH severity rating with a CVSS v3.1 score of 7.0, indicating it can be exploited remotely over the network but requires specific conditions to be met without requiring user interaction and does not require pre-existing privileges . The vulnerability impacts limited data confidentiality, integrity (unauthorized modifications), and limited availability for affected systems. Impacting 1 product from oracle organizations running these solutions should prioritize assessment and patching.

Historical Context

Reported in 2026, this vulnerability emerged during an era marked by increased sophistication in supply chain attacks, cloud infrastructure vulnerabilities, and software-as-a-service (SaaS) security challenges. Security practices during this period emphasized zero-trust architectures, container security, and API protection.

How SecUtils Interprets This CVE

SecUtils normalizes and enriches National Vulnerability Database (NVD) records by standardizing vendor and product identifiers, aggregating vulnerability metadata from both NVD and MITRE sources, and providing structured context for security teams. For oracle's affected products, we extract Common Platform Enumeration (CPE) data, Common Weakness Enumeration (CWE) classifications, CVSS severity metrics, and reference data to enable rapid vulnerability prioritization and asset correlation. This record contains no exploit code, proof-of-concept instructions, or attack methodologies—only defensive intelligence necessary for patch management, risk assessment, and security operations.
